Medicare and Medicaid were implemented on 30 July 1965 as Title XVIII and Title XIX of the Social Security Act, providing hospital, post-hospital extended care, and home health coverage to almost all Americans aged 65 or older. Chiropractic care was not included in the legislation. Over the next nine years, representatives of the chiropractic profession cooperated in a drive for Medicare coverage which was about inclusion and equality as much as about remuneration.
